    Study of Federal technology transfer activities in areas of interest to NASA Office of Space and Terrestrial Applications

    Forty-three ongoing technology transfer programs in Federal agencies other than NASA were selected from over 200 current Federal technology transfer activities. Selection was made and specific technology transfer mechanisms utilized. Detailed information was obtained on the selected programs by reviewing published literature, and conducting telephone interviews with each program manager. Specific information collected on each program includes technology areas; user groups, mechanisms employed, duration of program, and level of effort. Twenty-four distinct mechanisms are currently employed in Federal technology transfer activities totaling $260 million per year. Typical applications of each mechanism were reviewed, and caveats on evaluating program effectiveness were discussed. A review of recent federally funded research in technology transfer to state and local governments was made utilizing the Smithsonian Science Information Exchange, and abstracts of interest to NASA were selected for further reference

    NASA's Office of Space and Terrestrial Applications (OSTA) is currently assessing approaches to transferring NASA technology to both the public and private sectors. As part of this assessment, NASA is evaluating the effectiveness of an ongoing program in remote sensing technology transfer conducted by 20 university contractors/grantees, each supported totally or partially by NASA funds. The University-Space Applications program has as its objective the demonstration of practical benefits from the use of remote sensing technology to a broad spectrum of new users, principally in state and local governments. To evaluate the University-Space Applications program, NASA has a near-term requirement for data on each university effort including total funding, funding sources, length of program, program description, and effectiveness measures

    Proposed revision to the Federal Reserve's discount window lending programs

    The Board of Governors' Regulation A currently authorizes the Federal Reserve Banks to operate three main discount window programs: adjustment credit, extended credit, and seasonal credit. On May 17, 2002, the Board published for public comment a proposed amendment to Regulation A that would establish two new discount window programs called primary credit and secondary credit as replacements for adjustment and extended credit. Primary credit would be available for very short terms, ordinarily overnight, to depository institutions that are in generally sound financial condition. Secondary credit would be available, subject to Reserve Bank approval and monitoring, for depository institutions that did not qualify for primary credit. The interest rate on primary credit would usually be above short-term market interest rates, including the federal funds rate, as opposed to the current situation in which the discount rate (the interest rate for adjustment credit) is typically below money market interest rates. Because of the above-market rate, the restrictions currently employed to limit access to adjustment credit will be unnecessary for primary credit.     Depressive symptoms and quality of life in people with age-related macular degeneration

    Purpose: To examine quality of life and associated factors in people with Age-Related Macular Degeneration (AMD). Methods: One hundred and forty-five AMD participants (mean age 78.0 +/- 7.7 years) and 104 age- and gender- matched controls (mean age 78.1 +/- 5.8 years) comprised the study populations for this case-control study. Depressive symptoms were measured with the Goldberg Anxiety and Depression (GAD) scale; general health and daily functioning was assessed with the Medical Outcomes Study Short Form 36 (SF-36) and questions relating to assistance required for daily living activities. Results: People with AMD performed more poorly than controls on the GAD depression scale, and physical functioning subscale of SF-36. 44.4% of people with AMD had clinically significant depressive symptoms compared to 17.5% of controls (p < 0.001). Multiple regression analysis revealed that AMD was independently associated with depressive symptoms and a path model indicated that AMD led to depressive symptoms both directly and indirectly via reduced general health and social functioning. Conclusion: Psychological and functional outcome measures are reduced in people with AMD. Earlier recognition and treatment of depressive symptoms in people with AMD may be crucial to maintaining quality of life in this group

    Measurement and Simulation of Low Carbon Steel Alloy Deposit Temperature in plasma Arc Welding Additive Manufacturing

    Additive manufacturing has the potential to produce near-net shape parts directly from weld metal. Prior work has proved that it is possible to directly manufacture components with complex geometric features and with good productivity. However, under high productivity conditions, deposit temperature increases to a level that it is no longer possible to develop appropriate deposit microstructure and therefore mechanical properties. In this study, Plasma Arc welding was used to produce experimental deposits of 1018 low carbon steel under various conditions. An analytical heat flow model was developed to study the influence of interlayer wait time on deposit temperature and therefore grain size and hardness. The results of the model indicated that as wall height increased, the rate of deposit heat removal by conduction to the substrate decreased leading to a higher preheat temperature after a fixed interlayer wait time causing grain size to increase as wall height increased. However, the model results also show that as wall height increased, the deposit surface area from which heat energy is lost via convection and radiation increased. The model also demonstrated that the use of a means of forced convection to rapidly remove heat from the deposit could be an effective way to boost productivity and maintain smaller grain size and therefore higher hardness and strength in the deposit

    The effect of varying levels of vehicle automation on drivers’ lane changing behaviour

    Much of the Human Factors research into vehicle automation has focused on driver responses to critical scenarios where a crash might occur. However, there is less knowledge about the effects of vehicle automation on drivers’ behaviour during non-critical take-over situations, such as driver-initiated lane-changing or overtaking. The current driving simulator study, conducted as part of the EC-funded AdaptIVe project, addresses this issue. It uses a within-subjects design to compare drivers’ lane-changing behaviour in conventional manual driving, partially automated driving (PAD) and conditionally automated driving (CAD). In PAD, drivers were required to re-take control from an automated driving system in order to overtake a slow moving vehicle, while in CAD, the driver used the indicator lever to initiate a system-performed overtaking manoeuvre. Results showed that while drivers’ acceptance of both the PAD and CAD systems was high, they generally preferred CAD. A comparison of overtaking positions showed that drivers initiated overtaking manoeuvres slightly later in PAD than in manual driving or CAD. In addition, when compared to conventional driving, drivers had higher deviations in lane positioning and speed, along with higher lateral accelerations during lane changes following PAD. These results indicate that even in situations which are not time-critical, drivers’ vehicle control after automation is degraded compared to conventional driving

    Applications of a High-Altitude Powered Platform (HAPP)

    A list of potential uses for the (HAPP) and conceptual system designs for a small subset of the most promising applications were investigated. The method was to postulate a scenario for each application specifying a user, a set of system requirements and the most likely competitor among conventional aircraft and satellite systems. As part of the study of remote sensing applications, a parametric cost comparison was done between aircraft and HAPPS. For most remote sensing applications, aircraft can supply the same data as HAPPs at substantially lower cost. The critical parameters in determining the relative costs of the two systems are the sensor field of view and the required frequency of the observations being made. The HAPP is only competitive with an airplane when sensors having a very wide field of view are appropriate and when the phenomenon being observed must be viewed at least once per day. This eliminates the majority of remote sensing applications from any further consideration

    BackgroundTrigeminal-mediated headshaking results from low-threshold firing of the trigeminal nerve resulting in apparent facial pain. Magnesium may have neuroprotective effects on nerve firing that potentially dampen signs of neuropathic pain. This hypothesis has not been investigated in horses with trigeminal-mediated headshaking.ObjectiveTo investigate head-shaking behavior in affected horses after IV magnesium sulfate infusion.AnimalsSix geldings with trigeminal-mediated headshaking.MethodsProspective randomized crossover study. Horses were controlled for diet and infused IV with 5% dextrose solution (DS; control solution at 2 mL/kg body weight [BW]) and MgSO4 50% solution (MSS at 40 mg/kg BW). Head-shaking behavior was recorded at times T0 (baseline, before infusion) and T15, T30, T60, and T120 minutes post-infusion. Venous blood variables such as pH, HCO3 - , standard base excess (SBE), Na+ , Cl- , K+ , Ca2+ , Mg2+ , total magnesium (tMg), glucose, and lactate were measured; strong ion difference (SID) and anion gap (AG) were calculated for each time point.ResultsBlood variables including pH, Na+ , Cl- , K+ , SID, AG, lactate, Ca2+ , tMg, and Mg2+ had significant changes with MSS as compared to DS treatment. Glucose, SBE, and HCO3 - did not have significant changes. A 29% reduction in head-shaking rate occurred after MSS treatment but no change occurred after DS treatment.Conclusions and clinical importanceAdministration of MSS IV increased plasma total and ionized magnesium concentrations and significantly decreased head-shaking behavior in horses with trigeminal-mediated headshaking
